National Vice Chairman

Michael Nuwagira serves as the National Vice Chairman, supporting the Chairman in providing political direction, national coordination and strategic oversight of the League. He plays a central role in strengthening mobilisation, promoting unity and cohesion across PLU’s leadership and membership, and expanding the League’s presence throughout the country. His work helps align regional, district and grassroots structures with PLU’s national vision, ensuring that leaders and members move together with discipline, clarity of purpose and a shared commitment to the League’s agenda.

Hon. Fadil Twalla

General Secretary - MP Tingey County

Fadil Twalla serves as General Secretary following the June 2026 changes in the PLU leadership structure. He provides overall leadership to the Secretariat, coordinates the League’s administrative and organisational affairs, and drives mobilisation across the country. His role includes strengthening teamwork and cohesion among leaders and members, harmonising national and district structures, and ensuring that PLU’s programmes are translated into coordinated action. He is also responsible for building a disciplined, responsive and well-organised Secretariat capable of supporting grassroots mobilisation, district-level planning, implementation, reporting and accountability.

Hon. Godfrey Kabbyanga Baluku brings significant leadership and public service experience to the Patriotic League of Uganda. Having served as Mayor of Kasese Municipality before joining Uganda’s national cabinet, he developed extensive experience in local governance, community mobilisation and public administration.
