Chairman
As Chief of Defence Forces of the Uganda People's Defence Forces and Chairman of PLU, General Muhoozi Kainerugaba provides the movement with national leadership, discipline and a strong message of patriotic service. His public role places emphasis on mobilising Ugandans, especially young people, to take part in building the country's next phase of development.

Michael Nuwagira serves as the National Vice Chairman, supporting the Chairman in providing political direction, national coordination and strategic oversight of the League. He plays a central role in strengthening mobilisation, promoting unity and cohesion across PLU’s leadership and membership, and expanding the League’s presence throughout the country. His work helps align regional, district and grassroots structures with PLU’s national vision, ensuring that leaders and members move together with discipline, clarity of purpose and a shared commitment to the League’s agenda.
Fadil Twalla serves as General Secretary following the June 2026 changes in the PLU leadership structure. He provides overall leadership to the Secretariat, coordinates the League’s administrative and organisational affairs, and drives mobilisation across the country. His role includes strengthening teamwork and cohesion among leaders and members, harmonising national and district structures, and ensuring that PLU’s programmes are translated into coordinated action. He is also responsible for building a disciplined, responsive and well-organised Secretariat capable of supporting grassroots mobilisation, district-level planning, implementation, reporting and accountability.

Hon. Balaam Barugahara Ateenyi serves on the Central Committee and as Regional Vice Chairperson for the Western Region. Known for his work in entertainment, youth mobilisation and public service, he helps connect PLU's message to communities and young supporters.
Hon. Lillian Aber serves on the Central Committee and is Minister of State for Relief, Disaster Preparedness and Refugees. Her profile brings attention to inclusion, regional balance, women's leadership and dignified opportunity for young Ugandans.
Hon. Kiryowa Kiwanuka serves on the Central Committee and as Regional Vice Chairperson for Buganda Region. A senior legal practitioner and Minister of Defence and Veteran Affairs, he contributes legal depth, institutional experience and regional leadership.
Andrew Mwenda, Managing Director of The Independent, adds a strong policy and media perspective to the Central Committee. His background in journalism and public analysis helps inform discussion on governance, economics and Uganda's place in the region.
Edwin Karugire is a founding partner at K&K Advocates and serves as Director of Legal Affairs for PLU. His role supports the League with legal guidance, constitutional thinking and institutional advice as the organisation continues to grow.
Hon. Michael Mawanda, Member of Parliament for Igara East, serves as Director of Mobilisation. His contribution to PLU is shaped by a practical focus on mobilisation, enterprise, employment and opportunities for young people and rural communities.
Henry Basaliza is a Central Committee member with roots in the Rwenzori sub-region. He brings grassroots connections and a steady consensus-building approach that supports PLU's effort to broaden participation across communities.
Rt. Hon. Jacob Oboth-Oboth serves as Speaker of the 12th Parliament of Uganda and sits on the PLU Central Committee. With long experience in Parliament and previous service in defence and veterans affairs, he strengthens the League's links to national institutions and Eastern Uganda.
Rt. Hon. Thomas Tayebwa, Deputy Speaker of the 12th Parliament, is a member of the Central Committee. His role adds a parliamentary voice focused on youth empowerment, institutional reform and a development-minded economic outlook.
Dr. Ruth Aceng is a distinguished Ugandan medical doctor, public health specialist, and politician dedicated to transforming Uganda’s healthcare system
Hon Sanjay Tanna’s name rings across many homesteads, businesses, political groupings and social circles, not because he is a business mogul, but most importantly because of his energy in mobilizing support for NRM Candidates and President Yoweri Kaguta Museveni.
Hussein Kashillingi, Senior Presidential Advisor on Legal Matters and Vice President of the International Lawyers Network, serves on the Central Committee. He adds legal experience, institutional discipline and a results-focused approach to PLU's leadership team.
Alan Kasujja, Executive Director of the Uganda Media Centre and internationally recognised broadcaster, serves on the Central Committee. His communications background supports PLU's public messaging and its effort to tell Uganda's story with clarity and confidence.
Hon. David Kabanda, Member of Parliament for Kasambya County and former PLU Secretary General, remains part of the Central Committee. He brings experience from the League's formative organisational work, along with legislative and legal insight useful to strategy and governance.
Kwame Ruyondo serves as the Central Committee Representative for National Resistance Army (NRA) Historicals. In this role, he represents their perspectives within the committee and supports engagement between the historical community and PLU’s national leadership structures.
Hon. Godfrey Kabbyanga Baluku brings significant leadership and public service experience to the Patriotic League of Uganda. Having served as Mayor of Kasese Municipality before joining Uganda’s national cabinet, he developed extensive experience in local governance, community mobilisation and public administration.

Mr. Steven Rutasharara is the Commissioner for External Affairs for the Patriotic League of Uganda (PLU), appointed to the position by group chairman Gen. Muhoozi Kainerugaba on July 5, 2026. He previously served as a coordinator for diaspora affairs within the organization
Ronnie Kananura is the Deputy Commissioner for External Affairs at the Patriotic League of Uganda. His work focuses on strategic partnerships, international outreach, diaspora engagement and cross-border policy coordination.
